The dumb statement seems to come from, of all places, the United States Navy, the USA's FIRST international operations department!
For an organization whose founding came about because of commercial shipping hijack risks in the Mediterranean Sea in the 18th century, it seems odd and even bizarre something like that would be said. The Navy's position as the front line of international knowledge and developments has hardly been relinquished over the centuries since its founding as the Marine Corps before the nation even existed.
When the concealment and cover-up components of UFO contact are added, these silly, self-serving statements begin to make sense, even if nearly everybody would disagree.
Naval Intelligence knows very, very well how everything will affect every nation, it's their job!

And here’s me thinking that since 98% of these things are first spotted up in the air. The USAF would perhaps be the go to agency and not the O.N.I. on behalf of the Navy.
The US Navy, Royal Navy and Russian Navy, to name just three, are very aware of and concerned with anything in the air, because from above are where the biggest threats come.
The Air Force is mostly concerned with surface targets.
How silly. Just can't bear the fact that there are some major powers in the sky and we are basically helpless against them.
Also, the inability to exploit/weaponize the gifts given by the extraterrestrials without being able to conceal the source of the technology (so demonstrating that the people was basically betrayed all this time) could be very frustrating for people trained to exert power and control.
Al af this will eventually crumble away, as much as peole starts to accept that extraterrestrials are indeed here, in the face of current science that says that practical interstellar travel is basically impossible.
